We took a break. Our last report covered March, and three months have passed since then. So this edition is a catch-up that folds April, May, and June into one quarterly view.
Spring was busy. Across the quarter we detected 586 new hires and 142 title changes spread over 31 departments. That is the highest hiring volume we have recorded in any period, driven largely by seasonal recruitment at Natural Resources and a steady build-out at Social Development.

This report covers the period from April through June 2026 and tracks personnel changes across all Nova Scotia provincial departments. All data is sourced from publicly available government employee directories. This information is technically public but rarely compiled in one place.
The Headlines
What actually matters
A wave of new deputy ministers
The biggest story of the quarter sits at the top of the org chart. Stephen MacDonald was appointed Deputy Minister of Energy, and Lora MacEachern became Deputy Minister of Environment and Climate Change. At Advanced Education, Karen Gatien joined as Executive Deputy Minister.
Tracey Barbrick, who previously held a combined Advanced Education and EECD deputy minister role, had her title simplified to Deputy Minister at Education and Early Childhood Development. The pattern suggests the province has unwound a shared portfolio and given each department its own deputy.
Cyber Security reorganizes around platforms
The Department of Cyber Security and Digital Solutions reshuffled its director ranks throughout June. Alaa George moved to Director of Service Platforms, Rania Nassif to Director of Citizen Platforms, and Marc Deslauriers to Director of Cloud Engineering. Andrew Dickinson took over as Director of Infrastructure.
Michelle Studley shifted from Executive Director of Digital Health Enablement to Executive Director of Digital Infrastructure. The naming convention tells the story: the department is reorganizing its services into platform teams, a structure borrowed from large technology companies.
Natural Resources staffed up for summer
Natural Resources brought on 118 people, second only to Social Development. The roles make the reason obvious: 31 Park Attendants, 14 Maintenance Workers, a dozen Fire Crew members, and a batch of summer students. This is the annual seasonal ramp that keeps provincial parks open and wildfire crews ready through the warm months.
Justice expanded its enforcement ranks
Justice added 95 people over the quarter, including 22 Deputy Sheriffs and 19 Correctional Officers. The concentration of front-line enforcement hiring points to staffing pressure in courts and corrections that the department has been working to relieve.
Social Development kept growing
Opportunities and Social Development led every department with 143 new hires and 22 title changes. The department has been the most consistent grower in our data all year, steadily adding caseworkers, social workers, and local area coordinators to expand service delivery.
Notable individual moves
Jeff Garber was named Interim Police Complaints Commissioner, a watchdog role that carries real weight in police oversight. Pernille Jakobsen Esaiw joined Service Nova Scotia as Director of Legislation and Policy, and Cecil Smith became Director of Housing Services at Growth and Development.
At Education, Pamela Bussey arrived as Executive Director of Early Learning and Child Care, while Sophia Foley was promoted from Director of Policy and Planning to Executive Director of Strategic Policy and Research.
