The Disability Support Program is staffing up

The biggest story this month is a single program. Opportunities and Social Development brought on 89 new hires, nearly 40% of all provincial hiring in July, and a huge share of them landed in the same place: the Disability Support Program.

The department hired 15 Local Area Coordinators (many for the Northern Region), 8 Intensive Planning Support Coordinators, and 6 Care Coordinators, plus a batch of new Team Leads and two Regional Service Delivery Managers. At the top, Jennifer McCarron arrived as Director of Allied Health for the Disability Support Program, and Thomas Storring joined the department as Executive Director.

On top of the hiring, 13 title changes at the department consolidated existing roles into the same care-coordination structure: Intensive Planning & Support Coordinators became Care Coordinators, and DSP Care Coordinators became Supervisors. That combination, mass hiring plus title standardization, points to a deliberate build-out of the program. Social Development was the most consistent grower in our spring data. July accelerates the trend.

Acting executives keep getting confirmed

A pattern we have tracked since March continued in July. Krista Spurr dropped the "A/" to become Executive Director, Enterprise Technology at Cyber Security and Digital Solutions. Jill Barkhouse was confirmed as Executive Director, Child and Family Wellbeing at Opportunities and Social Development. Melanie Lucas went from Interim Director to Director, Corporate Services at Agriculture.

A shuffle at the senior executive level

Heather Ternoway jumped from Project Executive to Senior Executive Director at the Office of Addictions and Mental Health, one of the biggest single promotions we have tracked. Wanda Fletcher moved from Executive Director, Financial Advisory Services to Senior Executive Director at Finance and Treasury Board. Francine Vezina went from Senior Executive Director to Executive Director of a new-sounding unit: Health and Social Care Integration at Health and Wellness.

And one move in the other direction: Lynn Bowen at Environment and Climate Change went from Executive Director to Executive Advisor, Policy & Stakeholder Relations.

Elections NS retitles its field team

Five title changes at Elections Nova Scotia, all in the same direction: Field Operations Coordinators became Election Planning and Services Coordinators, a Field Operations Assistant became an Election Planning & Services Assistant, and Vicky O'Halloran was promoted from Coordinator of Budgets and Financial Administration to Manager of Electoral Finance & Financial Administration. Elections NS is quietly reorganizing around the words "election planning."

Emergency Management staffs its watch floor

Emergency Management hired 10 people in July, including three PCC Watch Officers (Matthew Mackay, Andrew Peitzsche, and Karen Wickwire) for the Provincial Coordination Centre.

The platform reorg reaches the manager level

In June, Cyber Security and Digital Solutions reorganized its directors around platform teams. In July, the rename filtered down: Roxana Azad went from Manager, Digital Trust and Credentials to Manager, Citizen Platforms, reporting into the directorate Rania Nassif took over last quarter. Four Technical Analysts became Technical Specialists, and Robin Jewers went from FileNet Specialist to Technical Architect.

Summer hiring stays seasonal

Natural Resources hired 35 people and retitled 8 more, mostly parks and forestry roles: Forestry Technicians, Park Attendants, a Fire Crew Foreperson, a Conservation Officer, and a Project Manager for Mine Site Reclamation. Public Works matched them with 35 hires of its own, including a Construction Supervisor and a Marine Engineer. Justice added 24, concentrated in frontline roles: four Correctional Officers, four Probation Officers, and a Deputy Sheriff.

And in the most meticulous title change of the month: Brittany Bowie at Justice went from "Staff Sergenant" to "Staff Sergeant." Someone finally fixed the typo.
