Last month hiring fell to 122, the lowest count since January.
September came back up. We detected 184 personnel changes across 27 departments: 145 new hires and 39 title changes. Social Development and Justice together account for 69 of the hires. Justice also leads the title changes with 10, most of them tied to a single retitling of legal support staff.

What actually matters
Justice standardizes on the Legal Services Technician title
Justice hired 33 people in September, up from 27 in August. Nine of them came in as Legal Services Technicians. At the same time, three existing Legal Assistants (Cheryl Washington, Prakriti Singh, and Kimberley Saunders) were retitled to Legal Services Technician 1-2, and Danielle Greening went the other way, from Legal Services Technician (Paralegal) to Paralegal. Twelve people now carry the technician title who did not a month ago.
The rest of the Justice intake was court and corrections work: four Deputy Sheriffs, a Sheriff, three Court Officers, two Judicial Assistants, two Justice Officers, two Victim Services Navigators, a Probation Officer, a Correctional Caseworker, and a Law Clerk. Julie Ellis joined as Supervisor, Court Administration and Judicial Support. Jimmy Hall was hired as Assistant Deputy Superintendent, the second person hired into that title in two months after Davis Whittle in August.
Among existing staff, Gail Sloane moved from Program Admin Officer 3, Health Care Consultant to Director, Health Care Decisions and Capacity Assessment. Heidi Wilson went from Victim Services Navigator to Human Trafficking Navigator, a title new to our data. Georges Chemaly went from Project Manager to Manager, Capital Construction. And Jocelyn Ferguson, who picked up the Acting Deputy Registrar of Regulations title in August, is back to Legistics Analyst/Editor.
Social Development builds out Access Support
Opportunities and Social Development hired 36 people, the most of any department for the third month running. The new title this month is Access Support Worker: five were hired, plus Lynn Legge as Supervisor, Access & Transportation. The Disability Support Program also added four Local Area Coordinators, two Eligibility Funding Assessment Coordinators, and a Case Coordinator.
Child and family services took six Social Workers, an Assessment Social Worker, a Children in Care Social Worker, a Foster Care Social Worker, an Intake Social Worker, and two BSW Students. Income Assistance added two Caseworkers. At the management level, Anuj Rayamwala joined as Program Manager, Florence Lux-Côté as Project Manager, and Nadia Becker as Senior Policy Analyst. Kimberly Brown moved from Director, Change Management to Project Executive, and Denise MacDonald-Billard was retitled from Senior Director, Service Delivery to Senior Director, Service Providers and Compliance.
Executive Council hires a senior legal executive
Karen Anthony joined Executive Council as Senior Executive Director, Legal and Legislative Affairs. This is the most senior new hire of the month. Executive Council also added Finn MacAdam as Special Advisor to the Minister and Danielle McCracken as Senior Corporate Services Coordinator.
Cyber Security names an RMV modernization lead
Angie Bachmann moved from Director, Digital Communications to Executive Director, RMV Modernization at Cyber Security and Digital Solutions. The Registry of Motor Vehicles has not appeared as an executive director portfolio in our data before. In the same department, Jamie Benoit went from Senior Service Designer to Digital Delivery Lead, Lissa Westlake from Manager, Contracts and Telecom Services to Manager, Service Management, and two technical staff (Aman Singh and Karen Bona) were retitled to Technical Specialist, Print Services. Hiring was light at two: a Technical Analyst and Alonso Chiri Ponce as Technical Specialist, DevSecOps Cloud.
Two more directors from the manager ranks
The manager-to-director pattern from August continued. Adam McKnight at Environment and Climate Change moved from Manager, Drinking Water & Water Resources to Director, Strategic Initiatives. Rowan Sarty at Health and Wellness went from Program Manager, Drug Information System and SHARE to Director, Digital Health Solutions. At Legislative Services, Paula Henderson moved from Director of Outreach & Ideas to Deputy Executive Director.
Acting titles: one confirmed, one added
Brad Wells at Labour, Skills and Immigration dropped the acting prefix and is now Manager, Information & Client Services, Safety Branch. Jamie Young at Municipal Affairs went from Assistant Fire Marshal to Acting Fire Marshal. Also at Municipal Affairs, Natasha Jackson moved from Director/Executive Lead, Community Engagement to Executive Advisor, Inclusive Communities & Systems.
Legislative Services hires five
Legislative Services rarely shows up in this report. In September it hired five: Lydia Simpson as Assistant Clerk, Operations and Interparliamentary Relations, Brian Pendleton as Associate Director of Community Engagement, Mark Tambal as Systems and Library Technology Manager, Lauren Currie as Senior Research Officer, and Sam Bartol as Communications Officer.
Service Nova Scotia adds an audit function
Service Nova Scotia hired Paige Stubbs as Audit Manager and promoted Samiha Tamanna from Internal Auditor to the same title in the same month. The department also added four Customer Service Representatives, a Customer Service Leader, a Compliance Officer, a Senior Licensing Officer, and a Land Registration Officer.
Public Works and Natural Resources shift to maintenance
Public Works hired 17: two Bridge Maintenance Workers, two Operators, two Crewpersons, an Equipment Operator, an Equipment Operator Trainer, a Sign Tech, two Inspectors, a GIS Officer, and Lyndsy Kiritsis as Project Coordinator. Nicholas Shaw was promoted from Equipment Operator (Casual) to Maintenance Supervisor.
Natural Resources hired 14. Park Attendants still account for three, but the rest is year-round work: Jeremy MacDonald as Regional Forester, Hemali Patel as Forest Protection Specialist, a Forest Inventory Technician, a Fire Crew member, a Horticulturalist, a Nature Interpreter, a Senior Nature Interpreter, a Financial Services Officer, and a Records Analyst.

Lesley Magee joined Elections NS as Manager, Elections Planning & Services, the unit renamed over the summer, and Naomi Shelton was retitled from Director of Policy and Communications to Director of Public Affairs, Partnerships and Policy. Claudia Legacy was appointed Appeal Commissioner at the Workers' Compensation Appeal Tribunal. Michaela Jessome joined the NS Police Complaints Commission as Coordinator, Adjudicative Branch. Samm Reid joined the Human Rights Commission as African Nova Scotian Liaison and Education Officer. Environment and Climate Change hired two Environment Inspectors and Jade Cook as Manager of Policy and Planning.
